Fisher refers to any NPC with the generic name Fisher. Most of them are from Mor Nyth.

This Fisher is a man in Hayville, located in the northeast. He tells you to be careful if you travel in the Borewood as it is home to the Brutal Tusk Trio.

The Tusk Trio have killed many hunters. Watch out if you travel south-east. That's where I've heard they live. Somewhere in the forest.
